Ingolstadt is, I believe, almost like the outskirts of Munich in terms of prices. For 500 TEuro you might be lucky to get a nice apartment there, but definitely no single-family house. Probably not even in the countryside. In the city you are well over a million.

The right answer would be to say value-added price + manufacturer's profit margin (simplified). And for a used one, you have the Schwacke list as a rough guide. For a house, it's material costs + labor costs + fees/taxes.

Even in pure business administration, prices are only formed this way in a seller's monopoly. In reality (as well as in the idealized perfect competition) it is indeed an interplay of "what buyers are willing to pay" and "what sellers offer it for." Completely detached from production costs. Nothing else is reflected by the Schwacke list, and probably only about 10% of buyers know what a new car, a mobile phone, or a row house actually costs to produce. In this respect, the answer is indeed helpful. Look for different properties that meet your requirements (which exactly these are is very individual and sometimes certain wishes even make the whole thing cheaper) and compare the prices. If this row house is reasonably within the price range and also within what you are willing and able to pay, then it is not too expensive.
