Preliminary construction inquiry for land purchase: What should be considered?

Hello everyone,

After a long search, we have now received the opportunity to purchase a plot of land in our municipality. Since the plot is not located in any building zone or similar, we would like to submit a building inquiry before the purchase. However, as we do not yet have a concrete house design, the question for us is which information is necessary or recommended for an inquiry, specifically:

- Does the plot need to be surveyed in advance, or is an approximate indication of the plot dimensions sufficient?
- Is it mandatory to submit an inquiry through an architect or the developer, or is this advisable?
- Is the owner’s consent necessary for the inquiry?
- How detailed must the information about the planned house be? Are indications such as: 1.5 storeys, gable roof, footprint, etc., possibly sufficient?

And do you have any further tips and suggestions we should consider?

Maybe a bit of background: Specifically, the plot is to be separated from an existing parcel. For us, the question now is whether the preliminary inquiry should be made with the old parcel or whether a survey of the new plot is necessary beforehand. It is also not entirely clear to us whether a preliminary inquiry is better made with an architect or whether private individuals can also do this without any problems. And regarding the (required?) construction drawing: How is the situation handled if one is not yet available? Are then also sketchy details like those mentioned above sufficient? What are your experiences with this? :)

I would first of all want to know whether one can/is allowed to simply divide the plot like that. I know a case where a plot was bought with the intention of dividing it and this was then prevented by the municipality.
