It apparently varies from area to area (with us, Westnetz is responsible) and I carried the unit down to the basement myself. There was no one from the RWE group on site...

Yes, it definitely differs from region to region.

Like in the Middle Ages: In such matters there is clearly petty sovereignty.

The meter was a sanctuary for the crew, a golden grail, the sword of Excalibur (so they acted).

DIN and VDE standards are recommendations from private associations, but they represent the recognized rules of technology. Every contractor owes a work according to the recognized rules of technology under VOB and the Building Code unless individually excluded by contract, sometimes even according to the state of the art.

A comprehensive potential equalization protection is required for all buildings, foundation/ring earth electrodes according to DIN 18014 for all new buildings. See TAB, Energy Industry Act and § 319 StGB Building endangerment.
That a distribution network operator wants to see the measurement documentation of the grounding system is the exception to the non-standard everyday practice.

Usually, the DNOs rely on the X-ray eyes of German electricians, who mostly confirm the grounding systems as compliant with standards unseen after concreting in the meter registration.

Yes, maybe. This is Velbert, Dipol. Everything works here like in Schilda. (at least the bureaucracy!).

At that time, fortunately, the master electrician was nearby and we all met at the construction site.....after reviewing the documentation/protocols, the holy grail (meter) was then solemnly handed over to its destination in the utility room.

(all the authorities here made the construction as difficult as possible for me, the actual problems on the construction site were actually mild coffee compared to back then).

Here, as elsewhere, it is good manners to name the source; the legislator also requires it. You don't need to adorn yourself with _someone else's_ feathers - which would be noticed sooner or later; a user will uncover it - you should always name the source. But this does not require a link; see for example my post #3.

Your VNB’s behavior has nothing to do with Schilda or bureaucracy, I call that exemplary.

If every VNB handled it that way, the nightmare of the ignorance of DIN 18014 by architects, shell construction companies, but also EFK prevailing since 2007 would have long been over.
