We already know the neighbor; unfortunately, he is still undecided about the basement. He is considering building a large double garage instead and using that as parking space.

You should urgently use the acquaintance to exchange ideas about the planning (preferably by hiring an architect together). Semi-detached house but large double garage is quite a spicy combination.

The two offices have to go in the basement, otherwise it's just too small. In my opinion, there's nothing against it, especially in summer an office in the basement is great.

The ground floor is becoming too small. 60 sqm of interior floor space, of which 4 sqm are taken up by stairs, 4 sqm by a WC with shower, at least 8 sqm for the office, leaving a maximum of 44 sqm minus hallway/wardrobe. A sensible layout can work if you like climbing stairs with so many floors.
