Yes, but a "submeter" that records the consumption of the heat pump is sufficient. A second meter from the utility provider for a separate heat pump connection is not required.

We also only have one meter (bidirectional meter), a heat pump, and a photovoltaic system on the roof. We have been living in the house since September and currently have on the meter general electricity "1272" and photovoltaic "321". One meter is enough, we think :D

Heating photovoltaic electricity with a heating rod? Don’t you feed in, so that this emergency solution comes into question? Especially if a heat pump is available, this seems very peculiar.
