I have exactly the same problems right now. Filled out the questionnaire for the tax office and haven't received any feedback for over a month.

Just called again to follow up. At least someone nice and helpful answered, and I am now getting paper questionnaires sent to me and don't have to do it again via Elster. It's all very annoying when you change the tax office due to moving.
