Omit basement windows in ventilated basements?

That is even grossly negligent. I can imagine that one may have to justify oneself in court if push comes to shove.

So we have now planned that the hobby room will have a narrow window. However, this is only for emergency ventilation. We are no longer allowed to call this room a hobby room because of the too small window. It is now Basement 1.

All other rooms will not have a window. Controlled residential ventilation is planned in all rooms. We were told that all rooms designated as living spaces must have at least 10% window area.
10m² room means 1m² window area.
We did not really talk about escape routes, but I think it is not that strict in the private sector. For example, a fire escape in the upper floor is not mandatory.

I would be interested to know how others handle this. I find windows with a shaft very uninviting, and you don’t always have space for a light well.

I have been to several fire sites on duty where something was smoldering or catching fire on the ground floor, and the people in the basement (usually sleeping more peacefully downstairs) could no longer get to daylight because the hallway/stairs were filled with flames and smoke.
For me, the second escape route in the basement or the common sense of private individuals is completely underestimated when it comes to their own safety.
