At least from what I followed in the media, one hope of the new regulation is that undeveloped plots will be affected more strongly, so that speculators no longer leave so much building land lying fallow where housing is lacking.

Really? You can't be serious... just think about it: a plot in the best city center location, for example Munich Stachus / Frankfurter Zeile with 150 sqm, would then cost less than what we would have to pay here in the countryside for our 450 sqm.

But I also don't have a sensible idea.

Taxes! Yes, they are necessary!
But, and here comes the big but:
Our state is currently turning into a nanny state. Everyone and everything is supposed to be covered. That requires a lot of money. And Germany, statistically speaking, has more net recipients than contributors. And that is the crux. How long is this supposed to continue? Eventually, the contributors will get fed up. Or simply die out.
I have been working over 70 hours a week (as an employee) for a long time. Well, I don’t earn badly either. But everyone thinks they can take advantage of me.
My slovenly neighbor in the house of his slovenly parents, 35 years old, never had a proper job in his life, sleeps until 11:00-12:00, always has a crate of *Pennerbier*, smokes like a chimney. He receives *Hartz 4* and is satisfied. Healthy, young, fit for work. Supported by the state. The roadsides are full of cigarette butts, the marketplace full of chewing gum. You might come to the conclusion that people who live off the state could also do something for it. That would require getting up before 7:00 a.m. An impossibility for some.
If I become unemployed today, after some time I will receive exactly the same financial benefits. After more than 40 years of working life, just like my dear slovenly neighbor.
Now think again.

I have already seen such people in the nineties at the beginning of my self-employment. Passing by the gas station at 7 in the morning (with sun umbrella and little drinking table): The guys were already there with their first beer of the day. Passing by again around 7 or 8 in the evening: The same guys were still or already back there. I already thought back then: Who exactly is paying for their beer? Maybe me with my taxes? Also for this reason, my enthusiasm for multiple taxes is very limited...
