It’s not about imposing but about the question of which municipality then does not increase the tax, even though it could easily do so

Every municipality has been setting the assessment rate itself for ages.
Even in Scholz's earlier draft, there was a control mechanism that the municipality could adjust.

The only dispute is about the calculation basis and the necessary procedure to determine it.

However, a new calculation basis can lead to shifts. If the municipality wants to keep the tax revenue stable, there will still be cases where suddenly significantly more or less has to be paid.
