the credit for 1x cat instead of 2 cables should cover the full cost of the LAN installation. then you buy a switch and can connect enough devices where you need them. it is rather unlikely that you need 2x 1000mbit in one room. normally, several devices can share the connection.
ps: even if you work while others work, you can perfectly check after work what people have done. especially your argument that you build for eternity speaks for exactly looking at what has been done.
that you only see the wrong cables as an "industry-experienced" person after several months is already quite a big fail on your part.

If the cable was installed professionally, it lies in a conduit. If you are lucky, the electrician can pull a duplex cable and you get what you ordered. At 200EUR per outlet, they can afford to be doubled ;-)

I see it the same way, but in the worst case, the devil eats flies. Turnkey construction - long discussed that I do it myself - but I was refused several times or told that this is not possible during the construction phase - plus the time effort that I personally do not have at the moment.
