I think you misunderstood something or I misunderstood you. A properly executed waterproof concrete basement does not need to be sealed at all. This procedure is based on the relatively widespread assumption that waterproof concrete is watertight, but very small amounts of moisture can penetrate into the interior of the basement through diffusion, pressure differences, or an assumed capillary suction capacity of the material and cause moisture problems (mold, etc.) there.
