Mandatory heating rental in new buildings - is that possible?

It was about the fact that he absolutely wants to use his photovoltaic electricity for heating. That would be the solution.

I agree with you regarding cooling in the summer. In winter for heating (air conditioning) it will be – as always – difficult.

I don’t necessarily have to do that, of course, but I’d rather do it than feed in for 7 cents and buy more expensive electricity for heating. It’s that simple. I mean, I’m well aware that the utilities do a lot to ensure that my house does NOT achieve a very high degree of self-sufficiency, and if it does, of course they want to bind me to costs in other ways in the long term. Otherwise, their livelihood would be at stake. What do they prefer: a customer who pays well in the long term, or a customer who says in the long term, I hardly need anything from you, I have my own. Purely from the economic perspective of the municipal utilities, the concept makes a lot of sense to me. Many customers who transferred a good chunk of money to the account over a long time. That’s called planning security ;-) By the way, the system is supposed to be able to cool a little too, for which you then have to pay an additional €15/month over the 15-year term ;-)

In my opinion, municipal utilities should (in the long term) not operate for profit but rather break even. I would find central heat source development and participation in investment and maintenance acceptable, but the amounts seem too high to me. However, I do not find the other conditions regarding heat generation and electricity procurement to be correct.

yes, very high. You probably have to calculate not only for yourself but also against theoretical alternatives. Could it be that the "normal" development costs are also included here? (Road, utility lines, lighting, playground, planting of general facilities) That would have a general logic.
