Due to the liberalization of the energy market, the large suppliers were forced to decouple the network from electricity supply, because the end customer must take the network from the network operator, but can then buy electricity wherever they want. Here with us, for example, the network only goes through Schleswig-Holstein Netz AG, which is indeed EON, but whether I then buy the electricity from EON is another matter. Therefore, I have to pay the network AG for the house connection; unlike Telekom, EON does not offer bundling discounts as far as I know, such as a 24-month electricity contract in exchange for a 50% discount on the network connection. They don’t have that.
The construction cost surcharge is another item. Here the end customer participates in the costs of the network establishment in a new development area. Our gas and water supplier/disposer does this; you pay around 1,500,-. This is probably mainly due to the fact that they have also connected the entire development area with gas, but only about 30% of the builders actually use gas because of the heat pumps. So they indirectly pay for the infrastructure after all. No one gets out of it because these costs are already referred to in the land purchase contract, and you sign it.
