Isn't it just referring to the internal development?! Because everything is already on the property or up to the boundary.
Everything is there. But all of that still has to be paid for. The development costs (not connection fees) for road construction, utilities, street lighting, and green spaces are added on top of the price of the land. When sold privately, this is rarely itemized separately; when sold by the municipality, it is listed separately. In our case, it was €40/sqm. And of course, everything was already there, including the construction road, yet every buyer has to pay for it.
