You always pay for the development anyway. Whether separately or together with the plot. Since no land prices have been mentioned here yet, it is a bold claim to say the seller is "raking in twice" here...

Apart from that, it is not uncommon to carry out the development only up to under the street; the landowners then pay for their house connections from the main line themselves.

The price per square meter is EUR 319 plus approximately EUR 7,500 for the aforementioned service or development.

The draft purchase agreement should be here tomorrow. Hopefully, many questions can be clarified with it.

That is very reasonable, for example to develop a campus completely from about 2000 sqm. Homebuilders can move in about two years earlier than if you were to leave the whole rigmarole of land readjustment and infrastructure tendering to the notoriously stingy municipalities with their slow-moving mills. The public sector is empty, has gout and arthritis ;-)

Isn't it simply referring to the internal development?! Because everything up to the boundary or on the property is included. So everything from there to the house. These costs must be inquired about from the individual provider. The seller just wanted to clarify that additional costs will be incurred by the buyer and to get confirmation of that. Telekom normally charges 800€ for the house connection.

Everything is there. But all of that still has to be paid for. The development costs (not connection fees) for road construction, utilities, street lighting, and green spaces are added on top of the price of the land. When sold privately, this is rarely itemized separately; when sold by the municipality, it is listed separately. In our case, it was €40/sqm. And of course, everything was already there, including the construction road, yet every buyer has to pay for it.
