I suspect that the designation of the classes will not change, but their requirements very well might. In my opinion, based on the reference house 100, otherwise the government's intention to approve only passive houses from 2021 would not work.
For the construction of new houses, the tightened Energy Saving Ordinance 2014 (from 2016) stipulates that the overall energy efficiency of new buildings must be 25 percent higher than was still provided for in the Energy Saving Ordinance of 2009. This means that the primary energy consumption* must be calculated correspondingly lower. The final energy requirements for insulation (thermal transmittance coefficient**) have also been increased by 20 percent.
Until 12/31/15 we are still in the transition period during which builders can choose between the old Energy Saving Ordinance or the stricter version. From 01/01/2016 this choice will no longer be available, and the stricter Energy Saving Ordinance must be complied with mandatorily. Which logically - aside from expected price increases - will raise the requirements per sqm/new building by 25% in the components of house construction which determine the primary energy consumption on paper. Primarily insulation and technology.
