Is starting construction in 2015 reasonable?

With a KFW70 house, the annual primary energy demand of the Energy Saving Ordinance 2009 is undershot by 30%!

In relation to the reference house; the reference house equals 100%!

Energy Saving Ordinance 2014 from 01.01.2016:
• Reduce annual primary energy demand by an average of 25%!
• Increase thermal transmittance coefficient by an average of 20%!

From the Energy Saving Ordinance 2016 onwards, for example, a current Kfw 70 efficiency house must reduce the annual primary energy demand by an average of 25% and increase the thermal transmittance coefficient by an average of 20%.

That makes sense! It certainly won’t get cheaper; I would anyway doubt it being cost-neutral.

For today's Effizienzhaus 70, the transmission heat loss (H’T) only needs to be undercut by 15%, from 2016 for the house according to Energieeinsparverordnung then already by 20%. Whether you make up the missing 5% at the wall, roof, or window does not matter, it counts towards the entire building. But something has to be done...

So there is at least this small change and then it is also no longer a subsidized Effizienzhaus, but simply according to Energieeinsparverordnung. Whether the subsidized loan at the current interest rate (10 years) makes a difference for you, you have to judge yourself. But if you want to build anyway at the beginning of 2016 and all prerequisites for it are already met in 2015, then I would also submit my building application in 2015, anything else is a waste of money.
