Do these measures in total (possibly the structural engineer still determining that the ceiling must be reinforced) not end up costing more than the insulation of an externally located technical room and the pipes?

Rather negligible, the technology isn’t that heavy after all. I just prefer when the structural engineer takes a look.

About €1,000.00 including installation per double casement window; alternatively, connect the room to the ventilation system. Or windows in the gable walls; these don’t require shutters, so the OP could manage with €600/700. It depends on what is planned for the remaining area.
- Additional cost for the tub
Maybe €200/250.00
- Additional cost for stairs compared to a normal pull-down attic ladder
The OP currently has a landing staircase drawn in; I’m sure that if he knows the costs, he will decide differently. If, for example, a quarter-turn staircase is installed to the attic, the additional costs would be in the range of €3,000 to €3,500, including the living space door and drywall work. The advantage of this variant is that the already existing area can be gradually developed into living space.
I always recommend – if there is enough usable space in the attic – to include all necessary preliminary work in the contract. The final conversion can be done later by any homeowner; it’s not rocket science.

Assuming the room measures 4.00 x 2.5 m, building this room costs about €8,000 in Thuringia; insulated, another €2,500. Now you can clearly see which option offers the most benefit and is thus economically viable in the end.
