Creating living space by building over the garage with the hurdles of technology, statics and thermodynamics is nonsense. For the money saved, one can rent somewhere for 15 years with a guest room, hobby room or additional office somewhere.
Option 1: Build the annex on the right side. Even if the floor area ratio is reached, one can achieve something positive through argumentation at the building authority and push the limits a bit.
Option 2: Fixed stairs to the attic, put a dormer there and create a room. However, as far as I know, the height limit must be observed here.
