I think that less likely, since parking spaces must be proven and garages, as long as they were marked on the building application, also require approval. Which, by the way, is no longer the case later.

Here in Saxony, boundary developments up to 9m and 50sqm are exempt from approval. Therefore, I don’t need approval for a garage either and haven’t submitted one so far.
In the building application, only the space for 2 parking spaces on the property must be proven.

In the exemption procedure hardly anything is checked. It's just unfortunate that the already approved FD garages do not provide a legal basis for further FD garages. If the building authority now pays attention, latecomers are out of luck or the development plan must be changed/expanded accordingly.

Individual approval/deviation from the development plan is of course also possible - outcome uncertain.

What about the legal situation? Does that theoretically mean I have to put a roof on EVERY building now? Where do you draw the line? A garden shed 1.50x1.50 to store the lawnmower therefore is not allowed to have a flat roof either?

For a garden house of 1.50x1.50m, no building permit is required, at least not in NRW. Here it is the case that outbuildings up to 30m³ do not require a building permit; other federal states may have different regulations. However, it is also possible that in a building area NO outbuildings are permitted.

So check the regulations for outbuildings and refer to the Landesbauordnung to see which outbuildings can be built without a building permit.
