this is what I found about it:
If the size of a parking space for motor vehicles does not exceed 40 square meters, construction is possible without a permit. This applies to open parking spaces. If it is to be subsequently covered, approval must be obtained from the building authority.

I didn’t think it was a bad idea to frame the house on the right and left with (covered) parking spaces, provided you really want to build a 12m wide house (and can afford it). The trend is often towards a square floor plan, as this creates niches between the rooms on the upper floor for storage rooms, dressing rooms, etc.

But what becomes a problem here is again the typical German way of thinking: Terraced house: yuck, a house must stand in the middle of the plot so that you can drive around it in a circle with the lawnmower? And look through the side windows into the windows of the neighbor’s house 10m away.

Edit: almost forgot. Support with a wall made of formwork blocks – which is then poured and the floor slab placed on top. That works, provided you want to save yourself the basement.

a first glimmer of hope, thanks!
can you estimate the costs?
or are there height limits or would that also be feasible at 1.5m.

Of course, the whole thing is an optimization problem, how far to excavate and how far to fill...

That has little to do with each other. Your search concerns the size of ancillary structures. Only what is otherwise built according to law and regulations is permit-free. Besides, this is about a parking space as well as a parking space open at the top... so carports as well as parking spaces. In any case, it does not matter whether open at the top or not: these are all ancillary structures and it is not decided by wishful thinking, but according to the development plan or the state building code/building use ordinance.

You need to look under Grenzbebauung.

Yes, but as long as it is not covered, it does not trigger setback areas. Here, as already mentioned, this is not a problem at all, since the maximum values (12m/18m) are not to be exceeded.
