Actually, we want to help you. One in one way, the other in another.
But seriously: without concrete height data, this is just guesswork. And you are simply in the obligation to provide that. Try to specify the measurement points, make a drawing of the property or get a cadastral map from the land registry office. Then go to the property with your wife and a [Schlauchwasserwaage] (look online beforehand to see how to measure with it) and measure carefully. Place some stakes at the measurement points on the property, go to the measurement point on the street and hold the [Schlauchwasserwaage] exactly one meter high, transfer this height to the stakes on the property. That's it.
Furthermore, I would not generally reject a basement. We understand that you have additional costs with it that you (in your opinion) cannot manage. But you will be extremely annoyed later if you have extreme additional costs regarding filling the property. If you consider this and compare the additional costs with the basement, it balances out. And 20,000 or 30,000 euros of additional costs are somehow manageable. Possibly also through own work.

Due to the risk related to the slope, which could not be cost-estimated in the short time available, we decided against the property. A mirror image of the floor plan with the garage on the right would not have been possible because otherwise there would have been no access to the garden. Furthermore, we assume that due to the embankments/excavations, setback distances could have worst-case reduced the length of our house due to pressure distribution - not very practical for a prefab house. Nevertheless, we will take the tips such as hose levels, laser pointers, and the land registry office into account in our further search. Many thanks to everyone who took part! If anyone can provide us with a property in the Pellenz area, we look forward to hearing from you.

I think it's rushed. Just like fiddling with hose levels and such is not effective. Man: you are an engineer and therefore not technically naive and probably not stupid either, just get in touch with a civil engineer or landscape gardener from the area, tell him you want advice about a piece of land, give him 100 euros and have an on-site meeting with him and get precise plans. Then decide. K.
