.... they might get hit by a hailstone

Most were probably sitting at their workplace during the storm, working hard – whether with or without a basement, at work or at home.

In more comfortable times on the real estate market, yes, then anyone who forgoes a basement can find themselves a flat plot. Currently, however, it happens more often that someone who forgoes a basement only finds a sloped plot or someone who wants a basement gets a flat plot. And since plots of land are notoriously immobile, these two unfortunate people unfortunately cannot swap :-(

Another argument for me is the size of the plots you can get. In good locations somewhat central, you hardly get anything over 300, 400, or 500 sqm. Then there are the building plots, which are often not very large either, so there is hardly enough space without a basement.

Of course, if you can buy a 1000 sqm plot in the countryside with a large building plot, you can of course also do without the basement and instead build more in width and depth.

Although a sloped plot does not require generating a dark basement for more storage space, it is up to the owner to build an almost two-story house on the plot, where instead of a basement there is simply a lower floor.

The flatter the land, the smaller the floor area ratio.
The more urban the environment, the smaller the plot, but the floor area ratio is larger in urban areas.

For example, a city villa with 10 x 10 can be placed almost anywhere, along with the beloved double garage, and everything is fine.

However, if you have to manage with a floor area of 50 sqm, it probably goes into depth.

Honestly, you would have only gotten a 10 x 10 meter house on relatively few plots that I have seen. In width, many plots are quite limited, so you have to be satisfied with widths of 6, 7, maybe 8 meters. Sure, you can still get a lot out of that if you are allowed to build 12-14 meters deep, but I don’t experience that very often either. Currently, I have a plot in mind where you can build about 8*12 meters, and that is only possible because you have to build an extension on one side. And with the depth of the plot, you already consider whether you should rather build only 8*10. Every meter counts.
