We would have preferred the house to be a bit larger, but the cellar somewhat compensates for that.
Surely, the heated cellar might also serve as an office and/or playroom for you, although I don't see that the cellar is generally suitable as a living space. Proper windows for daylight and a second emergency exit are probably missing. (Are there even any windows in the cellar????) But to be honest: you don’t live in the cellar. Personally, the living room would feel too closed off and also too small for me. I find the room uncomfortable because it only gets light from one side (the side window hardly exists) and unfortunately, the windows are centered in the middle. The garden is not designed to be “low-maintenance.” Some money would also need to be invested there, although the internal structure of the location seems quite nice.

There are still some finishing tasks to do in the outdoor area, as can be seen in the pictures. Likewise, if needed, the flooring work in the cellar is yet to be completed. Someone here pointed out to watch out for potentially botched DIY work: the unfinished flooring in the cellar would be one example. But also the missing entrance platform.
Price/performance can only be assessed in comparison with other properties nearby. Buy it if you can see yourselves living in it. Everyone is different, after all. I don’t get any positive feeling whatsoever when I see the ground floor. You can make something of the garden.
