I agree here.

Our architect (who will probably take over the planning) also likes to install brine heat pumps, but without controlled residential ventilation, which gives me some concerns with today's insulation standards. I also find the option of retrofitting photovoltaic installation interesting because I think that in the future, energy storage will play a decisive role.

But the fact is that from an economic perspective, as of today, a gas condensing boiler is the best solution.

That may be true, but you are usually not allowed to install them or only coupled with solar thermal systems.

What does statement mean?!

Simply take the investment costs as well as the consumption costs of today and compare them against each other. Of course, no one knows any of these unknowns (electricity and gas costs) in the future.

Sorry - but then you have no idea which investment you need to make to realize a single-family house with gas according to the current energy-saving regulations.

Is this actually much more difficult according to the current Energy Saving Ordinance?

Yes, I am not so familiar with the field in detail, which is why there have to be professionals like you who are paid to always stay up to date.

I assumed that one is allowed to build gas and controlled residential ventilation as well as a certain insulation standard and without ST even under the new Energy Saving Ordinance.
