General Construction Manager in Baden Württemberg

Our house was designed by an independent architect and the implementation is now being carried out by a renowned prefabricated house company (timber frame construction, turnkey).
So far, we thought that the construction manager from the house building company would take over the overall construction management (included in the total price), but unfortunately this is not the case.

Since our basement is very expensive, we wanted to save the 10% surcharge. Only when I received the form for appointing the site manager from the city administration did it become clear to me that we still need an extra one who is not included with the house company.

I have to defend our architect. We had him and the plans before we got in contact with the company. It was agreed with him that he would step out after the building application. He was also under the impression that the house company would cover the rest.
