Can you mark the terrace as it is currently planned? At the moment, we only have the info "we are making it bigger, so the door potentially won't open." And I am also wondering whether the property ends behind the garage or not.
Do I understand correctly that you are still in the process of planning everything with the garden landscaper? Then I would try to start here to find a suitable solution. So, plan the terrace a bit differently or include a smaller step or something else. I can understand that the builder (or whatever role he has here) does not want to shorten the door, but maybe that is also an option "after acceptance" at your own risk. (No idea if that can be fixed beforehand, but I think if the developer does not want that, it will be difficult). The warranty for that is, as already mentioned, probably void, but then the question is what is more important to you.
I am thinking that if you absolutely do not want to change the terrace or access path, then try to find out whether another company could shorten the door afterwards (i.e., whether that would be technically possible and what consequences that would have) and then simply plan with the garden landscaper that the area in front of the door only gets its slabs after the house acceptance or something like that?
