It has been a while since I dealt with the topic of granny flats, but if I remember correctly, you cannot plan two granny flats in a single-family house.
So if you plan three residential units, you are building a multi-family house. Is that approval-worthy in the building plan? And then there are more requirements than fire protection. For example, separate meters for each unit.
If it were simply possible to create residential units by laying a few lines and providing the option of a drywall partition, everyone would do it.
There is a parallel thread that deals exactly with this. However, my tone was strongly criticized there – I mentioned the facts ;)
