But at least 2D views on paper can be nicely combined with floor plans from the computer. Otherwise, it’s just an excuse not to visualize the can’t-work factor of his attic.

? I don't understand that, sorry. Actually, that does exist. I am currently living (also born in 2016) in a semi-detached house where all the meters, house connection, and meter box are housed in the garage, which is directly adjacent to the house. Things do exist

I believe that with the meter, but the "boiler" (or similar) belongs in the thermal envelope, otherwise the pipeline would have to be "wrapped" again there.

And was the building use regulation back then really so kind as to give the entire floor area ratio II as a freebie on top as a bonus?

Yes, that is indeed the case. The distinction between site coverage ratio I and II only became legally binding with the Baunutzungsverordnung in 1990. This is our advantage - otherwise, after a driveway, carport, and terrace, probably only a house the size of a shoebox would be possible...

True. As uncompromising as it is with the floor space index, it is accommodating with the site coverage index. Considering the modest floor space index, maybe acceptable. However, if you don’t necessarily want to build according to §62 Lower Saxony Building Code, I would first check the possibilities of §66 (deviations) with the municipality.
