Well, of course I can play musical chairs with rooms - but only as long as the respective room(s) are treated equally in the floor area ratio/site occupancy index.
Here, as far as I understand, it is about declaring a room in such a way that it is assessed lower, but using it in a way that it should be assessed higher. And that is already a difference compared to swapping a bathroom with a kitchen.
In any case, I would strongly advise staying away from such manipulations. Nothing has to happen, you just have to be at odds with the neighbor and he snitches on you... I wouldn't want that.
Of course, you can also say upfront: okay, if it comes out, I’ll just pay a corresponding penalty. A rollback will probably not be demanded because it is not proportionate.
I cannot judge the insurance aspect, I have not had a fire damage claim yet. In our water damage case, the household insurance was responsible.
