The question is, what exactly is a fully functional bedroom...
For me, there would have to be a sufficiently large closet in addition to the bed.
And for a 2-person shared apartment: the ones I know rent a 2-room apartment, one person inhabits the bedroom, one the living room, and the kitchen and bathroom are shared. I rarely know of the setup where there is a shared living room. If at all, then with large shared apartments with three or more roommates. So from that perspective, a layout with an open kitchen in the living area is not necessarily designed for shared apartments (because it then increases the source of conflict "who and how shared living areas are used" *g*). If you want to address shared apartment dwellers (I don’t know in which city/area this construction project is planned; if it’s a city with students, that’s certainly an option), then make two equally sized rooms and a separate kitchen that possibly has space for a table.
I think a couple can live in it reasonably well, since the third room can then also be used as storage space and, for example, accommodate a large closet (on the other hand, you can certainly set up a workspace in a well-proportioned hallway; that’s how I did it in my 2-room apartment with 64 sq.m.), certainly as a single, but for a couple with a small child storage space will become a problem and, as I said, the layout is also rather unsuitable for a shared apartment because too much space is wasted on the communal living area. And the square living room always remains a problem when it comes to furnishing, even if I use the apartment as a single, and THEN I would prefer a floor plan that allows sensible furnishing of the living/kitchen/dining area rather than such a compartmentalized apartment. In such a large room, you can also easily set up a work corner.
But as already mentioned here: the jack of all trades doesn’t exist even as a floor plan. Therefore, I personally think it makes more sense to consider exactly one target group and then design the floor plan as optimally as possible for that group. Anyone who is not exactly the target group but still wants the apartment will just have to swallow the bitter pill...
