Standard houses in this size range can almost without exception all be built as semi-detached houses with few adjustments.

You should be clear whether you are building for yourself or for others. The former does not exclude a residential unit for rent/sale. The latter practically rules out an own apartment as a main residence with single-family house standard.

Sorry, unfortunately, I think you have little idea of the possibility and feasibility of ideas.
First, the facts have to be put on the table. Only then can one consider how to realize and incorporate one’s own wishes.

I see a) no 60 sqm, b) many “corners” that don’t work at all due to the roof: toilet, closet, washbasin, dining table, and kitchen... this is not workable! And whether 2 stairs plus stairwell are reasonable for a barely 50 sqm small apartment.
And if the infrastructure, as you say, is very poor, then I don’t even see a target group for this apartment, which actually offers not much.
As already mentioned, the planning was paused and so it is probably clear that nothing further has happened.
It would be clear if one then started with the construction, i.e. request to the building authority, meeting with the architect, and then comes here with facts.
The architect (or building supervisor) as an expert should in my opinion be involved already so that the amateurish communication with the building authority does not undermine the boundaries of buildability. Given this narrow plot and the circumstances, every sqm of living/plot area should be able to be extracted with the minimum calculation of parking space, and the cleverness of an expert is necessary here.
