Don't know if you mean me or the OP, for me it was the electrician of the GÜ, but on my behalf. According to the construction contract, I had to provide construction power.

Our electrician had already installed the meter with zero in the modular system. Later, it was then screwed into the meter cabinet. All this happened simultaneously with the registration with the network operator. After just over one and a half years, I am now at just under 3800 kWh. But 25000 thousand, I would definitely investigate who the big consumer is there...?

So your numbers are already very extreme, I have now looked up our kWh again.

We had 8000 kWh for the construction and another 5000 kWh for heating the screed.

The huge amount came from drying after plastering.
We had an electric heater with 10 kW running for drying after plastering, 4 construction dryers totaling 3 kW, and then fans with 1 kW. That makes 14 kW.
And the whole thing then ran for almost 3 weeks and almost 7000 kWh were consumed.

13,000 kWh is of course only half as much as 25,000 kWh.

The general contractor was/is responsible for the construction power box including connection etc., and also registered everything with the main utility provider. The meter was at zero - I know that.

I can rule out electricity theft, and it is not easy to access the property; it would require a very long cable ;)

The only explanation I have is, on the one hand, the heating program via the external device (instead of the heat pump) as well as the ventilation and drying devices which ran for a very long period.

Even though the contract states that I am responsible for the costs, as a layperson I can assume that typical construction electricity costs are not exceeded to such an extent. As I said, I can accept up to €3,000, but not more than double that.

What does very long period mean? How warm was it during that time? Was the house insulated and were the windows closed? Ah, and how big is your house? If it is 10 times as big as ours, the consumption can of course be plausible!
