Somehow I had in mind that a consumption-based billing is actually necessary for heating costs. (Google says § 7 HeizkV) But I don't know how well that fits with flat-rate rents or what applies there. I think if the debate is that possibly longer-term tenants might move in at some point (for example, renting as a holiday apartment is too much constant work), separate meters would definitely be a big advantage, and if separate billing is not possible because of the piping installation (meters can be retrofitted quite simply, but it was explicitly about the pipes?), the subsequent effort would be huge, or am I misjudging that?

However, I have no idea if there are other possibilities and how much additional cost we are actually talking about right now.
