Even if we finish before the law is published, it somehow still affects us because we have to install the wallbox afterwards.

I have to ask: what do you mean by that? Does installing a wallbox nowadays count as a "new installation"? That would be more than just absurd, but unfortunately, something like that wouldn’t be a surprise.

We installed the photovoltaic system last year; a wallbox was actually supposed to come sometime later.

Yes and no. If you only install the wall box and no changes have to be made to the photovoltaic system because of it, then nothing happens.
For example, if you have to replace the inverter, install a new meter, enlarge your battery storage (so you get the feeling that you can charge better), etc., then it can be a "significant change" so that you fall under the regulations of the law.
However, this should normally not happen.

The annoying thing is that if you have an old system, you don’t need an iMSys, for example according to §9, but if you install a heat pump, WB, etc., it falls under §14a and then you have to get an iMSys. Which in turn can also regulate your old system.

Yes, actually. But it depends on the grid operator whether they install a smart meter. I have been waiting for three years.

They were quite quick to arrive at my place and determined that we do not have sufficient LTE reception, even with a potentially installed antenna. Well, then not....
