Got your PM. I received an offer from them for about 1,400 € gross/kWp. Without scaffolding. And it’s also near Berlin (40km south).

Of course, it is not about increasing consumption, but about the substitution of purchased energy by self-produced energy. This can be well calculated in advance for the investment decision and included in the amortization calculation as the difference to the opportunity costs of the photovoltaic system.

Regardless of any calculation, I think one should rely on photovoltaics anyway, if only to make progress. For us, it was a matter of attitude. When it was clear to us that we wanted to install one, we didn't even know that there was a compensation for it. Our motivation was purely ideological. That we also receive money for it, of course, made us happy.

Soon it will be mandatory anyway. I am sure about that.

I am also in favor of environmental and climate protection. And the idea of decentralizing energy supply somehow appeals to me from a (social-)ideological perspective as well. Whether equipping all private homes with photovoltaic systems from whatever origin and battery storage of whatever technology really supports the first two goals – I am not so sure about that. I am not saying that it doesn’t, but I do not presume to know all the data and facts to judge that. And organizationally, centralization or concentration is often significantly more efficient due to synergy effects and economies of scale than if many laypeople do the stuff they think is great because Snake-Oil-Vendors get good sales training. I’m just saying Strom-Cloud.

I'm curious to see how that's supposed to work anyway. If it really becomes mandatory for new buildings (which I fully expect), it has to be affordable. That leaves only massive subsidies and/or passing the costs on to the rents.
