You don’t "need" the energy saving ordinance; it is a mandatory standard; it primarily sets the requirements for primary energy demand and has developed a benchmark for this – KfW Efficiency House 100. A KfW 70 efficiency house is also bound by the energy saving ordinance but additionally may only consume 70% of the energy, a KfW 55 efficiency house only 55%, and so on down to the true passive house.
These are general advertising statements. That’s why the advertisement says "eligible for funding" eligible, which does not necessarily mean it is actually funded.

I’m not quite following. What is an energy saving ordinance house? As far as I know, the energy saving ordinance applies to every house, whether KFW or not.

And yes, the base slab needs to be somewhat better for KFW – it even says so as a note at Danwood, I believe. But KFW 70 should not be a problem for any wooden houses.
