Because circumstances can change and it can also happen that one does not find a suitable plot of land or house for many years. And if one has requirements for a certain location or situation, that is also a very realistic thought. Therefore, it is personally understandable to me to consider alternatives. Yes, the ancillary purchase costs are gone. For now. If the value of the condo does not change. It's just a risk.

And if the value of the condominium should increase, the price of the land as well as the construction costs will also move upward accordingly.

Conclusion: With the flood, everyone rises equally. Only at low tide can you see who has been swimming naked so far.
The ancillary costs for a condominium are lost and gone! Wasted. To be written off. The same applies to those for the house (if one follows a condominium, of course).

I was purely referring to the loss of the ancillary purchase costs of the apartment here. These can be compensated depending on the value development. Or not.
The increase in construction and land prices remains unaffected. They rise regardless of the housing situation

We are on the list of interested parties. As soon as the development plan is finalized, everyone will receive a form on which they must enter or prove their points.

However, the municipality has not yet set a time frame; it may take 1-2 more years before the building plots are allocated.

A condominium that is so "used" that it is noticeably cheaper as a result will also lag behind newly built ones in terms of value appreciation when sold. I would not rely on the "property ladder" with such a short turnover horizon.

As a rule: new game, new luck. Otherwise, by working through a list emptied by vacancies, you would fill not two, but five additional new development areas (and would consequently need six of them to still supply genuine new applicants). How does one even apply here: generally, for a class (single / semi-detached / terraced house plots) or even for a specific plot? – I recommend reading my Barthell list again.
