Buy a house with electric heating? Or a new terraced house?

That depends on personal circumstances. The OP wrote about 2 people. 110 sqm is more than enough for that. We have 105, and even with grandchildren there is enough space.
Whether they have to go into the city daily and might be able to use a bike for that... we don't know.
Every person is different and has different situations.

Difficult decision. How much space do you need? What do you personally prefer? How is the location? I would base it more on that.

For the existing building, you can take the 80k € and adjust everything you mentioned. For 40k €, you will certainly be able to implement a heat pump and underfloor heating. I often see the method where the pipes are simply milled into the screed. That is of course not ideal, but much, much better than the current solution.
Then you still have 40k € left. With that, you could tackle the bathroom and maybe even the kitchen. Then only the painting work is missing, or rather, that is often not included in new buildings either. Laying the floor is really easy to do yourself.

Personally, however, I am always team new build. I just love the idea of planning the floor plan and the whole house from the very first stone. A 30 sqm difference can easily mean 1 - 2 more rooms.

In this case, it really depends 90% on your needs/requirements. If you are planning children (or already have them), then take the larger house. If no children are planned and the house is just for you alone, then 110 sqm is probably enough.

Flooring out, milling the screed, installing underfloor heating, closing up, new flooring on top, installing a heat pump... On 2 floors. For 40k. Never ever.

Hm… Last year, the exact same thing was done for good friends. We removed the old floor ourselves. Milling the screed including pipes for the underfloor heating and closing it up was done by a company from northern Germany: 8k, disposal of the screed dust was not included. I don’t know how expensive the heat pump was. New floor laid by ourselves, about 30€/sqm for 100 sqm. Bathroom tiled ourselves. I would say 40k was easily enough. I’d have to ask.

Hello everyone

first of all, a big THANK YOU for so much help and opinions.

regarding the questions:

- we are recently three and will stay three
- with the new building we have a say in bathroom and interior design and can also choose the plot. however, construction would only start next year. do we have to pay attention to anything special here? also regarding financing? payment would be as usual according to construction progress
- the existing house actually has 1.5 rooms less but the entrance is more spacious and the kitchen separate. the townhouse is a bit cramped but I don't find that so bad since we would have a whole extra room. furthermore, the living space is spread over 3 floors, in the existing house over 2. the bedrooms are very close together. I think our daughter will want more privacy at some point, which would not necessarily be given there. but yes, the existing house has more land, is detached, carport and double garage
- the previous owners apparently always heated with electricity and had a wood-burning stove before. there is still a tankless water heater. what makes me suspicious: the house practically has no radiators except the panels and the pellet stove, which is also not very visually appealing. you can't have a glass stove with pellets. these panels are everywhere. it seems to work. the previous owners wanted a cheap solution.

we are also calculating more like 40K for heat pump with underfloor heating.

We don't know the project, nor the contract or anything else. What exactly is tight there? The floor plan? The plot? The project itself? Hey, we can't look into your heads, one person likes it without direct neighbors, another has different priorities for living. Since you are keeping quiet about it, you have to find out the pros and cons for yourselves. Then she can move out when the time comes. Because in the smaller 30 sqm existing house, she probably won't have more privacy, unless she moves into the spacious garden.
