Are the houses otherwise okay and were the other builders able to properly accept everything? How were defects handled? How were all the other trades? That the street is not there yet is logical. It only comes at the very end. We have also been living without a street for a year and it will only come when the 2nd construction phase is finished. If only the outdoor facilities cause problems, then the developer probably has problems with their landscaping contractor. If everything else is okay, you might still consider it. Possibly have the outdoor facilities removed from the offer and hire your own landscaping contractor. And otherwise, as already mentioned:

However, I am worried that the developer probably will not be open to discussion. Also, a missing WP can massively delay such a construction. But since this is a large construction area of the municipality, what does the municipality say about it?
