You don't make such an offer if the property is worse than an alternative. I would politely decline.
It's a bit difficult to say in general terms. What is an advantage for one person can even be a disadvantage for another^^ It depends on what each person wants. For example, access could be easier with the lower property, garage in the north, house south below it and an appropriate garden to the south and west, saving travel routes, development, and thus costs, if that can be done without problems. A street in the south would certainly be something I would consider; you have more Ruhr at the current property without further information.
