In principle yes, but it may still suit the other's taste. For one person, the perfect location of the house is important, for another absolute quiet, and then no garden at all.

It's a bit difficult to say in general terms. What is an advantage for one person can even be a disadvantage for another^^ It depends on what each person wants. For example, access could be easier with the lower property, garage in the north, house south below it and an appropriate garden to the south and west, saving travel routes, development, and thus costs, if that can be done without problems. A street in the south would certainly be something I would consider; you have more Ruhr at the current property without further information.

In my opinion, the plot is simply not suitable for a bungalow.

I don’t necessarily agree (yet). I don’t know where the building window runs, what dimensions the plot has. 5m here and 3m there – I still don’t know how the building window lies – vertical, horizontal, diagonal? A site sketch with measurements could have been possible, instead of just a white rectangle. Could this fit? I don’t know:

Building envelope, building line and boundary: Building envelope 12x15m would be completely used up by the bungalow. On the garage side, it is 5 m to the property boundary, on the entrance side 3 m.

I had understood that the bungalow must stand 3 m away from the southern property boundary and that the building envelope ends to the north at 3 + 15 m = 18 m. That is why I said that such a large bungalow does not allow for a south garden.
