Bungalow - does it make sense on a plot like this?

No, there aren’t just bungalows there – or at least none that look like classic bungalows to me.
The house right next door to the east was built on a sold part of the still larger plot shown here in the plan and really borders exactly on the property to be demolished. That would have to be clarified anyway. Wall to wall.

Why are we even considering this? No realtor, about 4 minutes to the RE station straight into Cologne. It’s really a great location. These are acquaintances of the parents-in-law who would deduct the demolition costs from the land value (the house has a basement).

There is currently only one child, but I would plan space for 2 (the first is just 18 months old), a small office or guest room, as well as a small pantry, a storage room – if it really remains single-story. But yes, all of this should still somehow stay within a reasonable financial framework, I would say. Of course, you probably can’t say much without more detailed information, but at this point I’m interested in what could actually be realized there. This Schwörerhaus would already be interesting in terms of style.
The issue with measuring the base height would definitely have to be clarified with the authorities, correct?
And regarding the garage: that would have to be realized within the building area as well, if I understand you correctly?

Damn .. you can of course see everything on the PDF, but it is not allowed to upload it like that. The JPEG is awful anyway I guess I’ll have to go to the computer tomorrow and not just use the smartphone. The blueprint is signed with 1967.

I'll dare to make the following thesis: You can forget the development plan. The design restrictions have already been declared non-binding by themselves, the neighboring house was even approved entirely without a building envelope. Make an appointment at the building authority and you'll see, you are allowed to build what is standing around in the neighborhood. If the municipality needs money, only higher fees for the exemptions have to be paid. Such development plans should be abolished; no one dares to tackle it or has time.
The site coverage ratio is, by the way, not set, and the floor area ratio is 0.4. In my opinion, however, this is probably unimportant here, as already mentioned.

If you don't demolish it, it has existing rights protection. And if not explicitly excluded in the development plan, even new construction outside the building envelope should not be a problem. However, it is a discretionary provision of the land use ordinance.

That means a property division is taking place now? You absolutely have to pay attention to the clearance distances. It could be that you then have to maintain the entire clearance distance towards the east on your property.

Well, I think you can definitely build a house here for a family of four. If the knee wall has to be that low, then just one room in each gable. The parents could probably also reside upstairs? And if one gable wall borders the neighboring house, meaning no windows - storage space is possible here. It would definitely be better than a bungalow.

But first clarify what is allowed.

That is the South German.
