that is empty talk. No authority can gain access to anything by administrative act. The administrative act is addressed to the recipient. And you were the first to throw around the term "administrative act."
If you want to show off your administrative knowledge as a surveyor so offensively, you should at least know the basics.
But go ahead. I’m amused.

I don't really understand the building authority either. If you cancel the appointment or have made it unmistakably clear that they should either bring binoculars or a ladder, why do the employees even want to come at all? The appointment is completely unnecessary; you might as well decide based on the files. In fact, you can accuse the office here of wasting tax money (travel expenses). The employees should better prepare the next attempt, i.e., properly justify the need for access. Conversely, you will probably have to brace yourself for the second attempt; the exercise of discretion will tend toward zero...

I am also curious about the letter (administrative act). The reasoning interests not only me but also the specialist lawyer who is involved in the meantime. A "we will come by for an on-site inspection on Friday at 10:00" is not quite enough. And the much-cited "then I'll come with the police" will come, if at all, much later. I am aware that this does not make me any friends. I have this, among other things, to thank those who, at the sight of an officer, click their heels together and loudly shout "jawoll." The story repeats itself again and again.

He makes his living from it! For on-site appointments, he gets more fees than for letters.

We are still far from the site inspection.
Let's first wait for the reasoning from the [Bauamt] as to the legal basis on which they are requesting a site inspection. Then I can still agree.
And how do you come to the conclusion that the lawyer will be present at the possible site inspection? He will read the letters, possibly respond, etc. Nothing more.
