Thank you for the additional documents. I also agree with the architects' opinion. Reference height is 155.77 m + 5m * 2% = 155.87 finished floor level.

With the eaves height and ridge height, almost everything works here.

Since you are building with a basement, you probably also have some leftover material that you can use for filling.

I would talk to the neighbor to allow him to do the filling up to your property with a slope of 2:1. He has the advantage that he can build the garage. And you save fill material.

Check whether a CP is allowed closer to the street. Otherwise, you have the same problem on the path as your neighbor to the south.

Which height you take exactly is your decision. However, I would use the top of the foundation slab as a reference point here and not the raw floor (= screed), since your doors rest on the foundation slab. Of course, they will be sealed again, but still, this is the more conservative option. And there should be a way for the water to flow around the house between the street and this height. One step is not necessarily required, we have a barrier-free entrance. The path rises a bit in front of the front door so that water from the neighboring property does not follow the path to the front door but goes into the garden.

If a CP with direct driveway so close to the street is allowed, then it is perfect with low costs. Otherwise, the driveway from the south.

Somehow I lack privacy on the terrace with the house placement. Is it only possible with something like this? But nothing better comes to mind right away.

In my opinion, there's little you can do about it. The neighbor to the south should first say where the garage will go. Then maybe behind the garage. Even a 3 m high hedge does not prevent the neighbor from watching you.
