So that you don't build two stories in this area. Quite simple. Although I also believe that the text should be part of a development plan, some things become clear if you either take a look at the area, turn on GoogleMaps, or simply think about why the number of stories is regulated at all. I don't see any garages in the row of houses. But with 0.5/0.9 you can still add or build a garage onto or into it. In that respect it makes sense: you can build a decent living area on the small plot. You have to be the type of person for such a development area. Personally, I don't like the fussiness of townhouses and wouldn't offer too little if you want to get the plot. Take it!

No, the problems here are probably quite different. For me, as someone seeking advice, mainly the lack of presentation of the development plan and its explanations; the (too small) image section makes me "fear nothing good." Show an aerial photo. One can see two building windows (probably a stepped story design, according to your description I suspect one two-story and one single-story (which I find hard to reconcile with "multi-family house"); as well as building boundaries and lines, and gas special building windows. How do you come to call it an "end terraced house"? Oh, please not also "plot service" / "empty sale."

We have now submitted an offer. Rather at the lower end but still significantly above the standard land value. It is therefore unlikely, and even if it happens, we certainly will not receive an immediate acceptance, maybe something will move over time. The main reason is that, from my point of view, the plot does not ideally meet my wishes, and objectively has a few disadvantages. Let's see!

Regarding the development plan: Although I cannot upload the document itself, the realtor thinks he suspects that the strip for the one full floor is intended for terraces. Additionally, I now have the floor plan of the outbuilding (apartment building) from the realtor. 3 apartments on the adjoining house wall, and the building is exactly 12m deep, thus filling the building envelope for 2 full floors. Behind that, in the strip for 1 full floor, there are exclusively terraces and balconies.

No, the main reason is: if people who read development plans like others read texts partly don’t make sense of the little excerpt and on the other hand derive concerns from it, then the average interested party will simply move on. We could look if we were shown what would be needed. You can screenshot the usage template and other parts of the development plan just like the previous little excerpt. Then the agent is at least a bit less clueless than most of his colleagues. What we need to clear the fog in the crystal ball is already on your "shopping list".

You should understand what you are actually allowed to build before making an offer. After all, this also plays a role in the value. Pure assumptions from the realtor are not good here, since the realtor has their own interests and is not liable if any assumptions later turn out to be wrong.

The strip behind the 11.5x12m is not super relevant for our planning; we would rather build on the main window. The statement from the realtor aligns at least with how things look with the neighbors, but he is still clarifying this with the building authority. According to the realtor, the "pain threshold" is still 40,000 north of our offer, so we are leaving it alone for now and watching how it develops.
