who can recommend an architect who has experience with building permits for single-family homes in Munich? He should take over the planning. A non-binding development plan is the basis.

Well, there are almost 2,000 architects in Munich. And Munich is big.

What is a non-binding development plan? Normally it exists precisely because it is binding (deviations possible with individual application).

Because there are so many architects, I am asking for recommendations.

Could be like in Krefeld. There, some development plans were signed decades ago by the wrong person. A court later declared them invalid, but the city did not want to establish new ones because basically all the plots were already built on.
