Architect has not delivered - who will bear the costs?

We weren’t there, right? The OP has repeatedly given the impression that he doesn’t want to listen. Also, that he’s not coming forward with the necessary info now is self-explanatory to me. Those who won’t listen have to feel it, we already had to learn that as kids.

That’s nonsense. A serious architect simply says that the expectations and the budget don’t match and doesn’t just start planning. We had such an experience with our first kitchen – budget set at 3,000 euros (rental apartment, not clear how long we wanted to stay there), and a lady at the furniture store planned a kitchen for 5,500 euros for us. That makes me absolutely furious because it’s wasted time for me. When the lady then also suggested that maybe we could ask our parents if they wanted to chip in when I expressed my anger about the disregard of the budget, we just got up and left. That just isn’t acceptable. Just say straight away that there’s nothing for that price with you or that you don’t see a kitchen for that price, and that’s fine, but making another appointment only to come up with something like that – very bad style.

Well, the OP said several times that he communicated the budget. If that's true, then the architect simply planned past it. Whether that's true we probably won't find out, but to say even if he communicated it, it's his own fault because he has false expectations - that's simply nonsense.

Life is not a bed of roses, I have a different opinion on that. One also has personal responsibility. Informing oneself has never been easier than nowadays.

An architect is an artist and somehow also a perfectionist. Anyone who wants hard-nosed price calculation should go to the developer.

And ultimately, an architect wants to make money...

Nope, it definitely isn’t: it is the most current basis that the OP has revealed so far. It hasn’t changed at least in terms of satisfaction, and whether it has changed significantly at all is questionable: otherwise he could have already specified where (I had asked which specific approval for costly details justified his expectation that the next draft would be cheaper). So currently we only have this house design, from which we can understand that the desired price is missed. What has been changed since then remains at the bottom of the deep sea of the murky crystal ball.
