I have not read the full 30 pages now. Just in case that is still open: For promotional loans (KFW) there is no revocation instruction, therefore they cannot be revoked due to formal errors. For promotional loans, §491 of the Building Code takes precedence:
2) Contracts that are not consumer loan agreements are contracts,
5. that are concluded only with a limited group of persons based on legal provisions in the public interest, if more favorable than market conditions and at most the market interest rate are agreed for the borrower in the contract.
KfW loans (in the area of living/building/modernizing) are not consumer loans!
