I would be interested to know if it is technically possible at all to capture everything via appropriate meters so that everyone can make an accurate billing of electricity, hot water consumption, and heating. The [WP] is an air-to-water heat pump.

That is always possible, just like in any multi-family house.

Hundreds. It's called a multi-family house. It's absolutely simple. But with regard to marketability, I strongly recommend separating the units (heating, etc.). Banks don’t find that funny in the case of a two-family house either.

As far as I understand, the partition plan must be submitted directly with the building permit application so that together with the building permit we also receive the certificate of separability. After that, we can have the declaration of division notarized by the notary so that a separate land register sheet is created for each residential unit. Am I on the right track here or have I overlooked something?

I suspect that from the bank's perspective, it is more about the risk associated with a possible realization by the bank. Then a completely independent semi-detached house is significantly more attractive for sale than a semi-detached house with [Gemeinschaftseigentum]. The bank will potentially factor this into the determination of the loan value.
