Too few parking spaces for building permit

Show me the plan of the property. I can't imagine that there isn't room for 2 parking spaces in front of the house.

I can confirm that. Back then (1996), the office also wanted three parking spaces for my office, and I never questioned that during the approval period. First, I had to lease a parking space from the neighbor for an outrageous fee since there was no other option (alternative parking spaces more than 100m away, no compensation possible). Later, I read through the legal texts, which also mentioned "from .. to." However, when the leasing option fell through, I was able to clarify with the new case officer that although three vehicles fit, they could not be accommodated on the plan according to the prescribed parking space size. But she said: just draw it in (not to scale), that would be okay then. So I never pursued it further since I already had the approval (for the change of use) and everyone was satisfied.

I once raised the question of what solutions exist here. But it still can’t be that we have to bear the costs for a possible transfer...

That is a good tip.
I will take a closer look at it. Until now, I assumed that only one parking space is allowed in front of the house.
Whether it fits space-wise is another question; with a width of about 6m, it might be tight in front of the house.

6m width should just about be enough for you to get through reasonably well between two parked cars (one parked forward, one parked backward, each calculated at 2.50m since you don't want to push every millimeter at the fence). If you mostly only need one space anyway, then in my opinion that fits quite OK.
