Now it would be interesting to know how this is handled in NRW :D

The same way. It is exactly the same wording, only that it is in paragraph 7.
If a construction document has to be created, e.g. in connection with approval-required measures, I do not show any distance areas in my site plans as long as the building does not exceed the other boundary limits. There have been no complaints so far.

That is clear, that is their actual purpose. However, that does not mean in reverse that you are not allowed to park anything else there or stay there. Just look at §2 para. 5 BbgBO as an example: "Rooms for staying are rooms intended or suitable for the not only temporary stay of people." According to that, you would not be allowed to place anything in a room for staying either. And we both agree that you can also place furniture in a room for staying.

Then it is not a garage by definition and also has no right to boundary construction. Quite simple. Unless you declare the space as a storage room.

I believe it goes too far to try to interpret laws, terms, and provisions now! Because they are not that. They are a chain of logical sequence. I admit, sometimes very difficult to understand, and some things may also seem nonsensical in focused eyes (until you experience the situation of meaningfulness), but it is what it is. Also in Brandenburg.

Of course they are. That is why there are commentaries on laws. And courts have to decide again and again. And apparently similar cases for laypeople are decided differently. But you are right, this is hard to understand and goes too far here.

Yes, it does.

And commentators and judges even agree that garages, especially when they are on or at the boundary or serve as a necessary parking space, must not be misused. The only question is under what conditions the offense of misuse is fulfilled. It is undisputedly the case if so many things are stored that no vehicle has space anymore or if carpentry work is done in the garage every weekend. A workbench with a vise, torque wrench, and compressor are just as unremarkable as the winter tire rack, oil canisters, and windshield cleaner.

But that is a very bad example since it is really unrealistic in Germany that people stay in rooms without furniture for a longer period.
